Q and A with Green Recovery implementer Emmanuel Hales (Video)

Emmanuel Hales read the Recovery Act cover to cover (it took him 3 days) and learned that every state has to partner with an organization to implement green jobs training money. He then called and emailed every local official he could think of, until he found out who that partner organization was in Virginia... Now, Emmanuel is a key decision-maker in the Recovery implementation process in Virginia, working to build Pathways out of Poverty with the Recovery funds.


3/26/09 UPDATE: Audio from yesterday's national conference call, Grassroots Action Toward a Green Recovery for All (featuring Emmanuel and other local leaders), is now available.

Emmanuel Hales read the Recovery Act cover to cover (it took him 3 days) and learned that every state has to partner with an organization to implement green jobs training money.

He then called and emailed every local official he could think of, until he found out who that partner organization was in Virginia.

Next, he made his way into that organization's board meeting, and found out that they had no plan to support disadvantaged communities with the funds (as the green jobs training funding specifies).

Now, Emmanuel is a key decision-maker in the Recovery implementation process in Virginia, working to build Pathways out of Poverty with the Recovery funds.

I caught up with him for this interview in late February, at Power Shift 09.

This video is good and is needed so that we all are accounted for in the greening of our cities. More people like us need to be pushed and encouraged to do the same thing. Our voices need to be heard.

I very much enjoyed the video-clip in which Mr. Emmanuel Hayes explained how he "did his homework" to identify exactly WHO on the State and Local municipality levels were going to implement the renewable-energy mandates of the Recovery Act and by what structures the money will be distributed. He pointed-ou the essential qualities of a leader --- preparedness, ability to find-out who-what-when-where-and-why, ability to place self in roles of formulating policy and procedures; all with the express goal of getting the money into the hands of organizations that will use it in ways to raise people out of poverty (e.g., people who live and work and in the poorest communities). However, we will soon need from Mr. Hayes and his colleagues SPECIFICS on what INDUSTRIES can be developed quickly, what job-training programs can be RUN and BY WHOM, quickly, to prepare the workers for the new, green jobs. Is the Community College system and its current employees going to be the way he and his newest coalition forces go? I am most interested in PRECISELY how an individual, prospective worker can get the EXACT SKILLSET NEEDED for manufacturing components of renewable (solar, wind, geothermal) energy system, and/or installing renewable systems, whether on the residential or the commercial level. The products will fall into two categorires: renewable products, some of which are already produced abroad and can be imported right away; and newest-generation renewable manufacturing processes --- which will take longer, but are much to be prefered for employing people in American communities --- no displacement or migration necessary. HOW WILL THESE GOALS OF JOB-TRAINING and NEAREST-TERM EMPLOYEMENT BE ACCOMPLISHED?

I am so excited about bringing green collar jobs to Maryland that I want my municipality to be one of the first in Prince George's County to announce a new program. Since Mount Rainier is right on the Washington DC border not far from the University of Maryland College Park, we extend our hand for a cross border initiative. Count us in!

A good labor pool exists in the Inner City, but serious questions remain about who will do the rest of the work to make a "green" America. I hope we develop people in America rater than find people or resources outside of America to solve our problems.

Thanks Emmanuel- Persistence pays! These Green Jobs should be the pathway to a new manufacturing base also. I do not mean spending money on so-called green jobs such as producing electric cars, money that will only go to the monied for technology that really does not do anything but transfer energy expenditures from the middle east to coal country.
How about those of us who have invested in making existing products more efficient? Too much money is going to disappear into the coffers of those that have stood by while we have sunk deeper into the abyss of energy dependence.
How about if all of you GREEN contractors support my efforts and start to purchase my aerodynamic truck storage boxes for your pickup trucks? www.alateinc.com

I live in the East End and I am starting a group called The Green Team. I have a GREAT idea to empower the youth in the East End and rebuild the Wickham Avenue Market area.
