Job creation and LEED-EB
Up to Challenges to ImplementationI wanted to start a discussion about an issue I have been researching here at UCLA connected to LA's new Green Retrofit Ordinance (http://clkrep.lacity.org/onlinedocs/2006/06-1963_ord_180633.pdf) for city buildings. The standard for the retrofit is a minimum LEED-EB silver rating. However, a majority of the LEED points (esp the low-cost ones) are accorded for policy changes, energy efficiency etc which can be accomplished without new job creation. In a down economy and limited city budget, how can we use the cost savings from increased efficiency to invest in more costly retrofit elements (such as solar installation) which in turn can create high-quality skilled jobs?
