LIUNA weatherization training program
Up to Green Curriculum-
Information on the Laborers International Union of North America Weatherization Training Program (LIUNA–WTP):
With over 40 years experience in worker training and education, LIUNA’s Weatherization Training Program (LIUNA-WTP) stands ready to meet the needs of home energy efficiency across North America. The LIUNA-WTP benefits from this experience by offering the development and delivery of quality training materials designed to produce a highly skilled, safe and productive workforce. A central component of all LIUNA training is hands-on simulated exercises, which apply classroom instruction to real job situations.
The LIUNA-WTP offers several training options designed to meet the needs of workers regardless of skill level. Whether the individual is new to the industry, has some constructions skills, or brings a wealth of experience, the LIUNA-WTP has the appropriate training response. LIUNA’s international training organization is an approved USGBC education provider and will submit the Weatherization Training Program for USGBC recognition. In addition LIUNA's WTP curriculum and instructor training process is third-party accredited through one of the nation's largest international accrediting bodies and LIUNA's WTP curriculum will be submitted to American Council on Education to qualify for college credits. Lastly LIUNA is seeking recognition by the Department of Energy for the complete weatherization program.
The LIUNA-WTP credentials individuals in three areas of weatherization:
• Technician/Installer
• Weatherization Supervisor
• Energy Auditor
The LIUNA-WTP embodies the principles of adult education and activity based learning and was developed based on core competencies determined by the Department Of Energy –Weatherization Assistance Program (DOE-WAP).
LIUNA-WTP - Technician/Installer: 10 Days
This training will meet the demand for a skilled, safe and productive weatherization workforce. The 2-week program includes building science, sealing the building envelope, insulating and sealing ductwork, and installing insulation.
LIUNA-WTP - Supervisor Program: 5 Days
Individuals interested in becoming weatherization supervisors must first have the competencies of a weatherization technician/installer. The Supervisor Program includes: inspecting and monitoring the jobsite for airborne contaminants such as carbon monoxide, carbon dioxide, & dust; and the process of diagnostic testing using various tools and equipment; and how to conduct and interpret combustion appliance safety and efficiency tests for all fossil fuel burning appliances.
LIUNA-WTP - Energy Auditor Program: 5 Days
Individuals interested in becoming energy auditors must first have the competencies of a technician/installer and weatherization supervisor. The Energy Auditor Program includes: selecting and using diagnostic equipment, interpreting diagnostic results, identifying measures for improving energy efficiency, selecting the most appropriate materials based on results, calculating and ordering materials, and developing a written job plan for supervisors and workers.
LIUNA-WTP – Prerequisite Training
In addition the DOE-WAP identifies foundational competencies all weatherization workers should have. To address these competencies LIUNA-WTP offers prerequisite training in:
• General Construction – 5 Days
• Safety and Environmental Awareness – 5 Days
• Life and Employability Skills - 5 Days
Certified Abatement Courses
As a recognized leader for environmental remediation training, LIUNA can also provide training in the following areas prior to weatherization training or during the job, if hazards are identified.
• Asbestos Abatement Worker and Supervisor
• Lead Abatement Worker and Supervisor
• Mold and Biological Hazard Worker
Weatherization workers can expand their skills in residential and light commercial construction. From renovations and rehabilitation to the construction of new single family homes and multi-family complexes, LIUNA has the training designed to increase value to workers and employers.

Finally, LIUNA is seeking to create pathways out of poverty by representing workers in the residential energy efficiency and residential construction industries. Toward that end, we work with a wide array of community based organizations, stakeholders and contractors in neighborhoods in need of green affordable housing. For more information contact Dave Johnson: djohnson(at)njlaborers.org
