linking to Strategic Partnerships

We are a non-profit organization with direct access to a target underserved population (incarcerated men in San Quentin who will return to counties all over the state)... How do find out and link to strategic partners writing grants for green job training?  We've been told that the established vendors who have received federal grants before will likely get huge block grants and that the system of sub-granting/contracting is also well established and a mostly closed system.
