A new program for home retrofits will be key to getting Americans back to work, President Obama said yesterday in a speech on the economy at The Brookings Institution in Washington, D.C.

Dubbed "Cash for Caulkers", the program would provide tax incentives for home-owners to upgrade the energy efficiency of their homes.

"I'm calling on Congress to consider a new program to provide incentives for consumers who retrofit their homes to become more energy-efficient," the President said, "which we know creates jobs, saves money for families, and reduces the pollution that threatens our environment."

More details on this program, which would have to be approved by Congress, are expected in the coming weeks.

The others approaches to job growth President Obama mentioned are encouraging small businesses through tax incentives and investing in the nation's transportation and communications infrastructure.

The speech followed a Jobs Summit at the White House last week, where President Obama heard from business and NGO leaders, including Phaedra Ellis-Lamkins, on how to create jobs.  The CEO of Green For All discussed the President's plan to create jobs through the clean-energy economy on Fox Business News:
